Configure PR annotations #320

Closes #290.

Added a failed test, got a screenshot, then did a force-push to remove the failing test.

It'd be nice if it didn't have so much output, but I don't know how to address that without risking losing information. (E.g., if I only show it for one build, what happens if that build isn't affected by the test failure?)

So I'm considering this done because it's an improvement over having to switch between GitHub and Cirrus CI.
