How to turn the block? #389

I apologize for my bad English, but there is a very important question:

  1. How can you not just put blocks on a page, but also turn them (such as clicking or pressing a button) to 90,180, 270 degrees?
  2. If the first option does not work, then how can we not turn the unit itself and its contents (eg, image placed inside LI)?

Any ideas are welcome.
