Title bar/Navbar #79

Includes the main gradient semi-translucent navigation bar with the DurHack logo and the MLH banner.

Doesn't yet have to scroll with page. This will be discussed alongside later issues on 'dynamising' the page.

Clicking the main DurHack logo/text should scroll people to the top of the page.
