Unloadable stencil set extensions for bpmn #340

What steps will reproduce the problem?
1. load a bpmn stencil set extension
2. try to unload it

What is the expected output?
one can load and unload the stencil set extensions.

What do you see instead?
Once loaded a stencil set extension cannot be removed.
There is no way to get rid of the extension.

Please provide any additional information below.
It's a common use case. One starts with a basic stencil set and wants to refine 
the model using 
another stencil set.
