Document PhyscialConstant XML format #12

Create an XML Schema and write an ALPS profile. Register profile at the ALPS repository.

A description of the format is in XML_Schema.md and a PhysicalConstants.xsd has been generated. It needs to be examined and tightened up to allow proper validation. The current file is well-formed, but doesn't validate. "no declaration for element 'Collection'"

added script/validate_xmlfile.pl to test validation and schema
