Given a list of xml files

[x] parse all xml files
[x] create constant "objects" ready for writing
[x] add the filename as a category for the object, in lieu of a <category> tag in the xml
[x] if an object is a duplicate long name
- [x] take the first value
- [x] warns if the 2 objects have different MKS/CGS values
[x] writes the objects to the modules after all xml files are processed
[x] writes the categories in the %EXPORT_TAGS

A lot of these options are moot because I've gone with a monolithic PhysicalConstants.xml file
