[x] add in YEAR_TROPICAL for use with Astro::Cosmology (other years are in ChangeLog)
[x] check which definition is used to define the LIGHT_YEAR and use that for YEAR
[x] check values in latest Astronomical Almanac for 2016
[x] add in FOUR_PI (mathematical) and STERADIAN (conversion)
[x] remove anything dependant on Hubble's constant, move to Astro::Cosmology
[x] email Doug Burke with githup repository and CPAN version when read

A note has been added for HUBBLE_TIME announcing the upcoming deprecation.
