Is this Issue really about improving the quality of software, we as a community, produce or is it just a silly game? Why not both!

[x] fix any fails under CPANTS
[ ] get Astro::Cosmology to use my constants
[x] remove POD errors by adding Test::Pod
[x] add in a minimum version of Perl, use Perl::MinimumVersion (to be honest, it should be 5.00)
[x] invoke Dist::Zilla::Plugin::MetaProvides
[x] add a link to a repository in META.yml (work out how dzil does this)

core Kwalitee for v0.11 is 100 and there is only one experimental note about adding a repository to META.yml

not much left to do

using Dist::Zilla::Plugin::GithubMeta to add repository and bug tracker to META.yml

Minimum version is 5.006 which was released in 2000. This should be good enough for anyone using this module now.
