deprecate Astro::Constants::CGS #26

add warning at top of module to inform user that this module is deprecated and will be removed in v0.15 of Astro::Constants, see perldoc Astro::Constants for details

add detail in POD on reason for deprecation and where to find the module on BackPAN

I see that Galactic Dynamics (Binney and Tremain 1989?) was still quoting luminosity in ergs s^-1. Is there a real reason for retaining CGS?
