[x] write benchmarking code
[x] run Devel::NYTProf over the code
[x] find out which is faster, long names, short names, Scalar::Constant or Const::Fast
[ ] should I write a separate module for a module of fast constants that has a module dependancy?

No - the module is fast as it is and twice as fast as Scalar::Constant and Const::Fast.

Maybe I could write a module that only has long names - it might load faster, but 4ms is not a big deal.
