script/add_constants.pl is a basic tool for adding constants without getting XML all over your paws. Improve it

• [x] validate against the schema
• [x] work from any directory
• [x] check that proposed constant name doesn't clash with existing constants
• [x] write out a file of local changes so that the main file can be patched
