Permissions assignment should accept (unscoped) Net ID #126

Should also be able to enter scoped NetID. Basic logic should be that if 'xyz' is entered, it should have the default (Shib) scope added to it (in our case, @duke.edu) but if 'xyz@foo.edu' is entered it should be used as is.

@coblej I don't know whether you still want to do this following the resolution of #46, which should prevent unscoped NetIDs from being submitted on the permissions form.

@dchandekstark Agree that the intent of this issue is addressed by #46 .
