@jt112 @coblej I wonder whether "Data & GIS" is really a "collection" in the same sense that the Kwielecki photographs is a collection. That is, perhaps there should be a "collection group" concept which organizes collections into desired functional or ownership categories, but is not implemented as a Collection object in the repository.
As I said, I should have focused on the desirable functionality rather than a solution. I'm highly open to different approaches to this issue. Thanks for offering opinions.

As a collection administrator I want to be able to create arbitrary arrangements of collections. For example, I would like a "Data & GIS" collection to include "2012 Ortho Images Nash County" and others. I would like to be able to point people to the "Data & GIS" collection page which will contain links and descriptive text about the constituent collections.
