Vagrant Dev Environments

Simplifies setup process for new developers

Just have to install vagrant, virtualbox, and precise64 ubuntu image

Vagrant will install all dependencies on first load. Because of its synced folder and networking functionality, windows users write code on their host machine and view changes in the browser on their host browsers.
