Behaviour if backend unreachable? #11

What is the behaviour of the mobile applications if the backend is unreachable vs. the conference is not provided, cf. dukecon/dukecon_pwa#98 (or dukecon/dukecon#59)?

App is designed as offline first. Initial data are provided in app build. After refresh, it shows last cached data
