Drop Phylon manager with an self writen one. UI already prepared in VIO-BECTI.Map_name\Scripts

An alternative https://steamcommunity.com/sharedfiles/filedetails/?id=1997001841 Plane Loadout Everywhere - of POLPOX sets the Phylons as an empty version, so you need to rearm, maybe we use this one from now?
