show "completed ingest records" for more than 30 days #287

because ingests are sometimes done and not completed/published, it would be helpful to be able to see completed ingest records for more than 30 days, ideally for six months and potentially up to the previous year/365 days. Ideally, also, we would be able to filter for unpublished records so that we could limit the queue to those which had not been reviewed/published.

The enhancement has been applied. Currently testing in development environment. Will meet with stakeholders soon to review.

The update were pushed to production prematurely due to other bug fixes but it appears to be stable. I'm going to begin adding a "publish all" by collection for recent imports.
