update layout for list actions (filter, import, export, print, bookmark) and view options (map/list)

Notes:

on the list view: the "tools" (on the right) should scroll out of view like the list/map toggle
on the map view: the "tools" should float on top of the map as the list/map toggle (both should be sitting on a box with white background and likely rounded corners)
