Language setting persists regardless of available languages #110

How to reproduce:
 - click on "Japanese" language link on a repository A
 - visit repository B where Japanese is not in the list of available languages
 - then you see the repository in Japanese

Expected behavior:
 - It should be in the default available language (e.g. English) not in Japanese.

Now that Person Finder fully supports 50+ languages, the proposed behavior is 
probably not the right thing to do. We could update the language picker to 
include the language the user is seeing, but it could be confusing as well. I'm 
closing the bug.
