Add a flag to indicate whether a repo is launched; omit pre-launch repos from feeds/repo #116

It's important to solve this problem in order to avoid pre-announcing repos to 
systems that are subscribed to the repo feed, before a repo is ready for 
launch.  During the 2013 Oklahoma tornado response, feeds/repo included an 
entry for the 2013-oklahoma-tornado repository even though it wasn't launched 
yet.

The new flag should be settable from the admin page.  When a repo is in the 
"not yet launched" state, there should be a visible message on every page, 
similar to the "test mode" message.

The delay on this fix is my fault; I have been very slow to review Abby's 
changeset.  I've committed her changeset as 
abbysywe-only-launched-repos-in-feed, with a few related updates to the server 
tests.  Since it's been such a long pause and a lot of people are out of the 
office right now, I'd like to give you (Ryo and Hiroshi) a chance to look at it
