Someone deleted persons I set up as missing #131

What steps will reproduce the problem?
1.Do not allow anyone to delete subjects not set up by them
2.Notify the originator if someone tries to delete their persons
3.

What is the expected output? What do you see instead?
Do not let just anyone delete missing persons they have not originated.

What version of the product are you using? On what operating system?
