google.co.jp person finder only allows input in Japanese or English, but not both

What steps will reproduce the problem?

1. click on a person entry in google.co.jp earthquake person finder, 
http://japan.person-finder.appspot.com/query?role=provide

2. Information about a person can only be entered in either English or 
Japanese, not both. Translation is used to go from one to the other, and 
eventually both are displayed, but one cannot enter input in both (and preempt 
translation).

3. A further problem is that entering information in English, and then viewing 
the English version of the page, resulted in a translation from English to 
English, presumably via Japanese, resulting in a pretty garbled message. In 
other words it seems that the translated output itself was translated back to 
English.
