This pull request does some refactoring of the CheckoutController to make things a little bit tidier:

It moves additional validation into the CheckoutRequest so all validation is done in a single place.
- Previously, the PreCheckout event was dispatched before form request & gateway validation took place. That was a bug and is no longer the case.
All of the customer request handling is done by the new HandlesCustomerInformation which is also being used on the cart requests.
