Do not keep multiple copies of the clang format spec #18

Updating multiple identical copies of .clang-format is tedious and error prone. Rather we should find a way to promote the one from this repo to the dependent ones.

fixed with e0c03b67b2ca94e7aad0899ee155a827141dc27a and adding the vcsetup submodule in dependent module.
