The leading comment that indicates the start of the start of the startup exclusion is # === ModSec Core Rules: Startup Time Rules Exclusions in the tutorial code snippet (also in code snippets in the previous tutorial) but # === ModSec Core Rules: Config Time Exclusion Rules (no ids) in the complete config file provided in previous tutorials
