Create a mercure-server command #819

It would be nice to add a mercure-server command to the Caddy plugin that will start a Mercure server without needing a custom Caddyfile.

Inspiration can be taken of https://github.com/dunglas/frankenphp/pull/238

Mercure run very well from supervisord tool for example.
