openvpn should give the option to establish connection only wifi is estiblished #56

Currently openvpn settings will try to make a connection whenever there is a 
network connection. However some users will only want openvpn when there is 
wifi connections, for example to avoid any extra 3G data cost.

Most Android sip applications will have an option to let you choose whether you 
want to make calls via 3G/wifi. I think it will make it better if such option 
is available in openvpn-settings so that user does not need to turn the openvpn 
off when the user switched network from wifi to 3G.

Options for what kind of 3G to use would be fine. So, OpenVPN is OK to use with 
HSDPA+ or UMTS, but with GPRS and EDGE, it´s hard to get even an connection.

This would be a really great feature to have. Or a plugin for Tasker.
