File not readable

What steps will reproduce the problem?
1.Reading the file
2.It is a large file

What is the expected output? What do you see instead?
It doesn't read the large files. but it works with small files.

Please provide any additional information below.

In case of public domain's url such as " 
http://www.imf.org/external/pubs/ft/weo/2010/01/weodata/WEOApr2010all.xls ".. 
please give me a solution to read this data.

The file you linked is just a simple text file, not Excel...surprise surprise 
it won't work.
