The umlauts are available via long-press on the corresponding letters. The
German 4-row layout puts them in first position for easy access. It's not as
convenient as dedicated keys, but it avoids the need to shrink the keys to fit
more letters. I think it would be helpful to have a custom layout as an
alternative for users, similar to the compact 5-row US keyboard, but the way
that the code is currently set up this isn't well supported.
FYI, you can enable gestures or hardware keys to switch between 4-row and 5-row
layouts. I use Volume Down for that myself.
