Please clarify: add all blocking triggers?

At the end, there is a word:

Make sure you also add all blocking triggers that will prevent data collection if user hasn’t consented for this

Could you please clarify what blocking triggers should be added here in details?

After several days trying, I just understand blocking triggers are related to Google consent mode, right?

I would be great if I can get your guiding, and here is my situation:

1. Here are some Log messages in preview mode:

Are these logs relevant to the setting dynamic remarketing tag? if yes, how to fix please? add blocking trigger that you mention in the following tutorial?

2. If yes, I am using a small plugin at EU Cookies Bar, is it possible to fix the issue in log?
