Yes, that is what I expected. These fees are important information in the step-by-step listing creation process. They tell the user, of course, how much their choices during a particular step (say, shipping) will cost them. We must communicate this information to our customers as they go about creating a listing. For one marketplace, we need only report exactly what that marketplace is returning. For multiple marketplaces, we need to sum the fees.
Peter P and I discussed this and decided to table fee reporting until later. However, if you feel that adding this information is trivial (since you are working on it anyway), it would be my preference that you display the fees associated with each step. In other words, every time a user selects something, they see the associated fee before they submit the page. This includes actions that have no cost.
