Dire: Support adding new Op variants dynamically #96

This would (I think) enable HIR and MIR data structures to be moved back to the compiler, providing better separation of concerns. It also helps to pave the way for #42.

We may still want this, but it’s less important now that dire has been integrated back into the main repo.
