integrate Top Containers with the Circulation API #12

It would be helpful if, in the Item results display, there was an action that allowed authorized users to submit a work order for the Alma item whose barcode corresponds with an ArchivesSpace Top Container's.

This would be expensive to do, but it's in the README so I wanted to log an issue for it.
