encode Alma holdings locations in YAML instead of hard-coding them in HTML forms #7

As an ArchivesSpace administrator, I would like to manage holdings location codes as a plugin configuration setting, So that it is easier to add or remove locations from the Holdings search and add forms.

The easier thing was to do this as a global config setting, hence https://github.com/duspeccoll/alma_integrations/pull/10. Needs to be tested somewhere
