Plugins not loading #251

I just downloaded Evolve and it works great! Everything checks out except for 
one thing: the plugins don't seem to be loading. As far as I can tell, I should 
be able to double click on a player and go to the plugins area, where I click 
on a category of plugin to view them and click or double click on a plugin to 
activate it. For me, the plugins don't show up at all. I haven't changed 
anything from the SVN, it just shipped that way.
