Bans not working?

I have a big problem. None of the bans are working on my server, it kicks them 
and they can rejoin. I really need help with this.

What do you mean.. if you mean i didn't pay for the server, you're wrong. I 
bought it from XeonoServers.com

Yeah, most players can join. Not all. but most.

It also when I permaban them, they cant join for a little while, then they can 
later.
