Rank Privileges not saving for custom plugins and tabs. #265

I use the correct format for the plugins. Idk why but the permissions never 
seem to save.

Make the directory where it saves the permissions read and write accessible.

They are read and write accessible. Something is messed up horribly. It works 
-sometimes- mostly with the default plug-ins. Then other times it will just 
reset the permission as if I never set it in the first place. Please fix this!

Also I think it's just not writing the file correctly at all because when I 
change my name only once. It keeps saying what my last name was every map. Not 
only once like it normally does. Maybe change the saving system to SQL?

I was able to copy and paste the data into a new txt and upload it and it 
worked for a few maps and then the TXT file somehow locked again. I suspect 
something getting written to the ev_playerinfo.txt and other ev_*.txt files is 
corrupting the files. It is quite aggravating. Please resolve this issue. :(

I was actively watching the file on the FTP for the modification time and it is 
getting updated now, but custom permissions get reset for some reason.
I don't get the lua error anymore thankfully.
