The plus with triangle down button does not work if one attempts to add new rule in Rules tab if current location only is selected in the evidence source - both in 1.6.0 and 1.6.1 on 10.11

Never mind - Location was not allowed in Settings > Security and Privacy > Location Services.

Placing check mark solved the issue
