In addition to localizing error messages, this PR also:

Adds a new generate-fluent-types script that generates types for Fluent message IDs to provide type-checking of l10n IDs
Replaces npm-run-all with concurrently which is both more up-to-date and allows for more flexibility in running generate-fluent-types
