The purpose of the SmartBlock is to give access to Roam Portal without setting up a keyboard shortcut or using the mouse.
Make sure you have the chrome extension installed. Here's the link to the extension: Roam Portal
I have setup a small keyboard stroke using Chrome extension shortcuts to close it as well. (CTRL + R).
