Updated the Github Action to pull new CVX file from CDC and update CVX terminology on the first of every month.

Workflow - I don't see where the commit is happening in cvx-workflow, how does it commit the changes to the branch? Also would add option to run manually using workflow_dispatch.

Script - this seems to be just writing a diff file. Is the expectation that the ValueSet would be updated manually from this? Any reason the value set can't also be updated in the script? It seems like you could parse the json value set for CVX directly in retrieve_old_cvx and use that as the original for the diff, rather than writing a separate file.
