Working hilo_rate_current solution #422

Merge of DVD solution on top of version 2024.4.3 included search for meter00 (or smartmeter)

known bug ; flicker for 3 times ( 1min30 at the beginning of a restart )

Linting préliminaire fait, mais va falloir réorganiser check_tarif un peu pour le rendre plus facile à maintenir, je vais essayer de proposer dequoi d'ici quelques jours...

Fait un refactor de la méthode check_tarif car trop lourde à linter. Séparer en fonctions pour faciliter la lecture.

Rester à trouver un fix pour le unknown power tracker qui ne fonctionne plus.. je l'ai brisé.

Last known bug: unknown source tracker marche pas avec cette modif. Si je corrige: https://github.com/ic-dev21/hilo/tree/unknown

Les select cessent de fonctionner.

Besoin d'une optimisation pour linter. Sera fait dans une release ultérieure.
