Implement the "Never Have I Ever" House Rule as a game option.

This is an official Cards Against Humanity House Rule.

At any time, players may discard cards they don't understand, but they must confess their ignorance to the group and suffer the resulting humiliation.

One of my personal favorite rules to play with in-person, but I don't see it translating well online. Could easily result in "Free Rebooting the Universe" if left unchecked. If we somehow implemented actual disincentives to using this, players would probably just resort to Swooping anyway.

I really just included this for completeness' sake, since all the other official House Rules are here. Feel free to vote/veto/ridicule it into oblivion
