Changing project settings for proto doesn't trigger revalidation #71

When you edit project settings for protocol buffers (e.g. add additional paths 
to look in for proto files), the parser doesn't re-run, so red underlines 
continue to persist for old errors until you edit the files.

I mostly see this for unresolved imports (and their corresponding messages) 
that get resolved when I fix the paths in project settings.
