Possible scenarios:
Is Catalog responsible? It keeps track of inventory, but who verifies if something is available?
Maybe Shipping does and warehouse staff reports something is gone?
If after the first report, there are still 1 million order messages that also want this product? Staff should not have to report it, until something is restocked.
What if 10 of an item are ordered and only 5 are available?
Do we deliver the 5 and give a coupon for the rest? Maybe it influences shipping costs?
