Adds options for percentage based hard stops for PMCs and SCAVs.

Great feature. Using time-based "raid remaining" is difficult because of the disparity in raid times between Factory and other maps.

@Vykosis , can you PR your change into my gui branch? i moved a lot of the vars around (DefaultpluginVars is the file for the vars to be added now). It will also need to be added to the constructor.
