Add Transit Parking Facilties Footprint to map #26

We need to add Transit Parking Facilities to this web mapping app. (Giddy Up!) https://arcgis.dvrpc.org/portal/rest/services/Transportation/TransitParkingFacilities/FeatureServer/0/query?where=1%3D1&outFields=*&outSR=4326&f=geojson

Best to have them turn on automatically at zoom level 15

This would require some refactoring of the way base layers are added to the map. Before we do that I am curious if this is worth doing. The coverage of parking areas for surveyed facilities seems inconsistent. The scale of those that exist are also not visible at the zoom level that most users would likely be navigating the map in order to see the distribution of associated origins.

Could we follow up with TS to determine if this is still a feature that is desired?
