Phila neighborhoods do not load in search results due to change in feature service.

Error handling added by @mmolta with 08346b7

Full fix will require update of search location data files using DVRPC hosted neighborhoods and a proxy for ArcGIS token.

The above feature service for Philly Hoods should work just fine. I queried the data and the 1st 3 results match our FID in the Geocode search CSV list.
