Provide full report for Class counts #53

Classification counts currently returns a standard hourly volume count. See Record #114085.

Develop a report template that produces a breakdown of hourly counts by the 13 vehicle classes.

Are you asking: do I want to download a steaming pile of sh!t or get a usable table? I'd prefer a usable table.

All count reports should be revisited and better options available for download. It is not just class counts, right now 15-min volumes download hourly reports. Logical it is not.
