added enhanced PR template to help with GDS code traceability and in line with other DVSA PR templates

[ ] Bug fix (non-breaking change which fixes an issue)
[x] Feature (non-breaking change which adds functionality)
[ ] Breaking change (fix or feature that would cause existing functionality to not work as expected)

Might want to change the name of the PR to something shorter: Update PR template
